Make Cart From flash into HTML5/PHP - repost

We have a shopping cart which front-end (what the visitor can see) is flash, and admin area (where seller logs into) to adjust the inventory is built in PHP. We want to convert the front-end to HTML5 optimized to work on mobile devices, while keeping the admin panel the same, but adding more functionalities. For example, we would like to add a coupon system. We also would like to see if things can load more quickly, and abide by the new PayPal IPN guidelines. We believe the individual we are seeking would be well experienced in: • Must understand English very well, almost second nature • User interface design, HTML, CSS; • Experience with Flash, PHP, HTML5 • JavaScript, AJAX, jquery, XML • High performance web architectures for handling massive traffic • MySQL / SQL, database design, performance tuning • Mobile design, supporting mobile platforms; HTML5 Deadline: This project is not for a novice, it requires expert-level skills. Also, you must be able to meet deadlines, and provide quality progress. We estimate that this project should take around 4-6 weeks to complete (2 weeks for initial features, and 2-4 for the others). Payment: Please specify in total how much you want to be paid. We will start the bid at $40, but please think carefully, and please a reasonable bid, as we agree on 1 price. Payments will be conducted in fixed milestones. Building the cart in HTML5 and IPN process, you will be paid for that milestone, etc. There are total of around 8 features that need to be done. Every time you complete at least 2-3 features, a milestone payment will be released until amount is payed in full. Every time you complete a milestone assignment (html5 and ipn step for example), you must also make sure the cart is fully functional. Failure to do so will result in non-payment. Communication: Communication is very important to us. We expect you to contact us at least every day to every other day providing your progress.
