2-way (send/receive) web-based SMS service

This project will involve developing an application that will be able to send and receive SMS and query and then update a user and content database.
-Users will be able to send SMS to a phone number, which is then received by our website.
-Our site/server will then run several queries/algorithms in the 'content database' based on the information the user has sent in their sms. (For the time being, assume it is a customer wanting to check if stock is available for purchase.)
-Once the 'content database' has been queried the results are then sent to the user by SMS
-The results of the query is recorded in a 'user database' field, with information such as time sent, time received, phone sent from, message received and result sent.
This process is time critical and from the time the message is sent until a reply must be less than 1-2 minutes.
I need suggestions on how to set up a cell-to-web service without actually needing a physical cell phone to be in the respective country: Such as HTTP2SMS protocol by Brodos, <[url removed, login to view]>, whereby an account with a phone number can be setup.
Further, whether the SMS is processed firstly to an email account and then processed (eg. as a cron application using POP3 client) by the application doesn't matter as long at it functions well and is scalable (60 sms/min).
Initial tesing of the service will be done in either U.K, U.S, Australia, N.Z, or Canada (which ever has the best solutions), but will need to be adaptable worldwide.
Also, minimising cost is important; suggestions regarding using free or cheap sms services to send messages is important.
I am looking for a bidder who can complete the above as well as provide advice regarding the best and cost effective solution and perhaps some reliable fee-based monthly technical support.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
