Church Parallax Website

We have been in the middle of a Wordpress web project with a freelancer that is not working out. I have the files and DB and much of the layout was done already but we will need to add some function. The website we are trying to make our website function like and have a similar look and feel to is

Our biggest function is the Watch Sermons, Sermons Archive and Events based on location. We have $750 left in our budget to get this done. Not in this project is 2 more websites (school of prayer & Women's Ministry) that we would love to work with the same freelancer.

We need to see experience creating responsive, parallax sites. This would be a continuing relationship with big changes or added functions. We are not looking for a designer as much as a Wordpress/PHP expert

We can fill in content, parallax photos and sermon videos (Vimeo and Amazon S3 integration needed) , just need the layout, function and pages built for the content so that is built for expansion and addition of future content.
