Wordpress Stylesheet and Development

We have a wordpress site that allows people to write their stories (without being logged in) and if they are logged in to have their own personal blog. The functionality is nearly all there with a few exceptions:
1) Link-up development:
We want to allow people to purchase a listing on the site for a monthly paypal subscription. See static example of how it should work:

Click on: Create Link-Up button
You may use a plugin to achieve this functionality.
2) We need the homepage to display Recent Stories and Latest Stories and look like our static design:

3) We need the right column on all the pages to display latest blogs by author as in the static design:

4) We need all the page styles to look like the static design - in particular:
- The Tags below each post
- The Comments Styles
- The Login/Register/Logout pages
- All the form pages (Create a story, create a blog, contact us, user profile [login to view URL])
Note that all the styles and style images are built into the page, you will just need to map the class and id tags in the .css file to the correct worpress class and id tags.
Please make sure you compare [login to view URL] (the static design which we would like to achieve in wordpress) with the worpress development site [login to view URL] before you bid.
It is important that the design is consistent throughout the site, that the site stays user friendly and that all the functionality provides a logical flow to achieve a great user experience.
