Rebuild Joomla site in Wordpress

After a number of number of unsuccessful attempts to improve the speed of my existing Joomla website, I would like to explore rebuilding it in Wordpress.

The existing website is built using a RocketTheme template, which means that there are multiple LESS files and a fairly complicated structure for the template. I would like the new website to be built in Wordpress, look EXACTLY THE SAME as the existing website to visitors, be much quicker to load for first-time visitors, and not re-use any of the RocketTheme components (e.g. RokSprocket).
Everything in the new Wordpress site must look the same. In particular:
- Top menu design and functionality (e.g. coloring, sizing, hovering over an item)
- Homepage slideshow, and the styling that gives it the unique effect (you will have access to the RokSprocket CSS files, but you must use a different slideshow plugin)
- General spacing, colors and layout design
- Fonts
- 4 boxes with CSS styling on the homepage
- Responsiveness of template, so that there is a different mobile site below a certain resolution
- Minimal requests to the server to ensure that the website loads quickly
Failure to satisfy any of the above bullet points will result in cancellation of the project without payment. Please only bid if you are 100% confident that you will be able to create a new version of the website in Wordpress that looks identical to the current website.
As I mentioned above, the purpose of the new website is to improve speed. I would expect a first-load time of 3-4 seconds at most, given its simplicity.
