Complete Joomla COmponent development or Joomla Component Tweeking Needed

Basically I am looking fro a sub-contractor job board component for my Joomla 1.7 website. This site needs to have multiple user levels, including a lot of private areas that only certain levels of registrations can access. This component can either be built from scratch or I have a component attached to this bidding that can be edited by the right person. The full details and outcome of this job will need to be completely hashed out through messages to make sure the right coder is found for this job. Read below for better description ## Deliverables I am looking for a component compatible for JOOMLA 1.7 meaning it need to work with JOOMLA 1.7 Here is what I need and these requirements are NOT negotiable I need these particular items -A **SEPARATE** **EMPLOYEE** dashboard that will allow the employer to a)post a job b)assign a job to a particular employee c)review public resumes d)review job listing e)review "my"job applicants f) send messages to employees or any registered job seeker of the site -A **SEPARATE JOB-SEEKER DASHBOARD** that will allow the employee to a)search latest jobs b)review all jobs applied for c)edit profile d)edit resume f)set job alerts (have the ability to create a wide range of criteria to create a specific job alert-example=bail skip in California for "company x" for greater than $1,000 fee) e)message recruiters & employers -A **SEPARATE GUESTS** DASHBOARD THAT WILL ONLY ALLOW THEM TO SEE A LIST VIEW OF ALL JOBS WITH VERY BASIC DETAILS like a)employer name b)job c)picture The other must haves are all jobs must be able to have a)customizable fields b)picture upload capabilities because all jobs will have a picture posted, multiple pictures would be great c)file upload capabilities because all jobs will have a file that will need to be downloaded by the employee, or viewable, as most files uploaded will be in PDF format I am looking to create a job board for a bail bonding company and if you don't know the bonding company they don't like anything public so what I need is for the Bonding company to be able to post a job and assign which registered employee can have access to the file. SO lets give you an example...... Bonding company "X" posts a $10,000 bond on Jon Doe and Jon Doe fails to show up for court forfeiting his bond. So bond company X comes to my site and posts the job. Job= Jon Doe skipped bond in Minneapolis, MN ____PICTURE of JON DOE HERE______ ________________________________ Fee for finding John doe= $1,000. "CUSTOM FIELDS" assign this file to employee.......A, B, C, D, etc must be able to assign this file to whoever they choose cant be public. Public users can only see this........ Jon Doe Fugitive of Justice for DWI on $10,000 bail out of Minneapolis MN *PICTURE OF JON DOE HERE* As company x adds files over time, a database is made, and all previous jobs and the data within those jobs are searchable. Must have a professional look to it All Jobs must be printable, and print out neatly, possibly even have certain sections print on separate pages. Each job must also have a "Print WANTED POSTER" button. This button would print exactly what it says, a wanted poster with the jobs photo on it. Complete social media plugins to share, send and post jobs to their respective media sites If you want to build this from scratch Ok, but I have already purchased a job component that is so close to what I actually want that would only need a few tweaks to make it fit into what I need it to. I would prefer to just tweak the existing but if you want to build from scratch like I said I am fine whatever is easier for you. ** This design will develop more with more conversations with respective bidders for this posting.
