Build Responsive Website from PSD to HTML Template -- 2

Need a developer to build a website from our PSD files to a responsive, friendly HTML template. We wont to be able to make changes to pages quickly and create new pages when necessary without using a CMS. I know Dreamweaver has template solutions, so when a change is made on one mage in the footer it makes it to all pages. This is also possible using PHP within the pages such as having files like [url removed, login to view], [url removed, login to view], [url removed, login to view], [url removed, login to view] and footer.php. This is most preferable. We are looking for someone that can do this quickly but precise. Responsiveness is a must and will be critiqued heavily.
