Build a Website

I would like to have a "Reverse Auction" website built where there willl be 2 different types of accounts people can register with. -The first will be for merchants who wish to post their merchant statement & have it initiate a reverse auction with a 24 hour countdown... -The second type of account will be for merchant service providers, & they will be able to browse through the different businesses, look at their statements and make competing bids based on their rates to try and win the auction by having the best offer for the merchant at the end of the time limit. essentially like this site: [login to view URL]
