Build a small project management/Payroll application -- 2

I need a web application developed for our internal purpose of project management PROJECT MANAGEMENT -Admin should be able to create project and assign it to one or multiple people from the drop down menu and also assign one project manager -Everyone will receive an email whenever a project is assigned to them and they will have to login and accept it -Project manager assigned will have to submit the timeline/project end date -Project will also feature a chat window PAYROLL/ADMIN -Admin should be able to input the project cost while inputting the project ( This should be only visible to admin ) -Admin should have an employee input form where he can enter new employee details including salary. Once an admin inputs an employee that employee should receive an email with his/her username and password. -All the employees should show up in the drop down when an admin is assigning project. -System should calculate the internal cost of the project based on the number of days quoted by the project manager and salary of the employees involved Based on my understanding this should be a fairly simple project for someone whois familiar with this and I am sure some people will be having it ready also.
