Create Facebook APP using Javascript or PHP SDK on Website

I want to implement an App using Facebook Javascript or PHP SDK on my website that will make it possible to automatically publish posts on timeline of users who have granted their permission.

This is to be used for a climate change education program.

A little more description about the work:

I am creating a simple online project where young people (facebook users) can make a pledge to fight climate change.
I need a Facebook App to achieve this.

In the App, there will be a little write up about climate change and its local impacts, and why young people should take the pledge to fight climate change.

The write up will be followed by the Pledge button.

Upon clicking the Pledge button, the App will request permission to collect some basic info about the user, including permission to publish on user timeline.

Users who grant the permission will have frequent climate change education updates automatically made on their facebook time lines.

So, in essence, the manager of the app should be able to simultaneously make posts to timeline of all users of the app for a long period of time (irrespective of whether the users are logged into their accounts at the time of the updates or not). The users may be in hundreds or thousands, depending on how successful the climate change campaign goes.
