Create a Wordpress Plugin

I need a wordpress plugin that allows public users to be able to do the following: 1) Form A will allow users to create a new Company/Category with the fields like Company Name, Trading Name and TAX Numbers. This form will be hidden until needed in Form B 2) Form B will allow Public Users to upload TAX images (.jpg, .jpeg or .png) to the above Companies. There will be about 3 fields to Form B - Company Name - Title - (Valid From - Valid To) - Image upload How i see it working Laid out sort if like a custom post type in the back end, Front End user will start typing in on form B starting with Company field, the field will have an auto complete function with a list of Companies that have been added, if no Company matches what has been typed in then a prompt to fill in form A will be provided, Then followed by the "Title" which will be a date value ie Valid From - Valid to date Then the image upload button. Thats adding it in. To draw the information out. I need to be able to lay it out almost like a category view, having the company details laid out first then followed by the different images that have been uploaded by the users. Public users need to be able to search for a company and get a result, or a suggestion, click on the company showed then the company details are displayed below the search form. Users also need to be able to download the images that have been uploaded For now This is a short term goal. The long term goal will be almost the same, only users will need to register to the site some way, and with each upload they are given a certain amount of credits, with these credits they will then be allowed to download images. So say someone uploads 5 TAX Images, they will given 5 credits, they can then use their 5 credits to download 5 TAX Images, or if they run out of credits they will have an option to purchase more credits.
