Create simple News + Board Script

I´m looking for a Freelancer who creates a very simple news + board script.

The following features should be implemented:

- User-Registration

- User-Login

- Posting News via Admin-Control-Panel including upload from pictures with auto-scale

- Shown News in the Frontend with scaled pictures

- Possibility to leave a comment to each news (only for registered Users)

- Forum/Board with changeable access (open for all, open for registered users, open for special ranks (later defined))

- More Categories possible

- Read, Read & Write access for different user-groups

- integration of bb-code, implementing picture integration, auto-scale from bigger pictures

- mysql connection for saving all entries

- mysql connection for user registration

- Admin-Control-Panel: Possibility to change user rank (later defined)

NOT NEEDED: Webdesign

I will do the webdesign myself after the script is mine. I do ONLY need the simple scriptI
