Develop a PHP Shopping Cart

I require a simple PHP Shopping cart that will be used to display IT hardware and software with the following general attributes:
- Import .CSV Files containing product data
- Responsive Design
- Search Capability
- Add/Remove Favourite Products
- 'Corporate Catalogue' visible to users within the same company (can be managed by Admins and Customer Representatives of the given company)
- Manage users (Admin, Customer Representative, Customer User)
- Create & Email (for the current user) Product Quotes
I do not require a payment portal at this stage as this will be used by existing customers only. A sample product .csv file can be supplied upon request.
This kind of work I know has been done many times before and I would expect that existing modules/scripts be incorporated into the design. I would expect that interested parties submit a proposed design brief with their bid - this would help us decide on developer suitability.
