Develop a 'Social Wall' Application

I have a small personal project: Develop a 'Social Wall' application. This application should have: 1) Login via Twitter account 2) Display the logged in users Tweets and ReTweets in a left to right format (see attached screen shot) 3) Posted Tweets and ReTweets should be resized based on content size (again see attached screen shot) 4) The ability to reply, retweet and favorite from each Tweets and ReTweet 5) The social wall should display 15 Tweets initially then add further Tweets in groups of 15 as the user scrolls down 6) Graphic/Site design and database design/build (if needed) will be your responsibility 7) You are responsible for good code commenting to help me understand how the site works. This is a personal project rather than a commercial one so budget is limited. I'm hoping to forge a relationship with the chosen developer to expand this application to other platforms overtime. I'm open to which server technologies and frameworks you wish to use but please include this as part of your bid along with the expected time frames.
