Develop a browser based program

Hey, I have good experience in developing web based application. I checked the pdf file and excel file you have attached. I have few questions regarding the project. You have mentioned that once a user adds shapes they will be stored in a list so that they can be used again so I assume the web app will have database part too so that information will be saved in database. Also I need to know if this is a web application or it will be used locally? like if its a web application which can be accessed from anywhere then there will be few changes in the design to optimize load time over network but if its a local app which is installed on user's pc then we can focus on other things as it will be pretty fast given that app is hosted on same pc so loading time will be very fast already.
