Please expand more on your app while I have a general idea what you would like to have: 1. What devices to target - Android, IOS (iPad and iPhone), any other? 2. For server side features - storing and sharing uploaded videos - you will need "cloud" storage, requiring monthly payment. This costs must be counted in if you won't include any commercial features (like ads and getting paid when app users click on them). 3. Regarding keeping the storage costs lower you might want to have a policy similar to Instagram stories, keeping videos for 24 hours only and after that they get erased on server (but users might have downloaded and/or saved them). To have a solution for both Android and IOS a well established application framework must be used. I would choose Kivy (Python based cross-platform development) so am asking you if somehow bigger app in size (6 MB to start with say Android APK app size) is acceptable.
