Explain more on this "build a cloud hosted server that collects XML feeds from multiple sources and aggregates them in a database" Tell me server details as i need ftp and cpanel for creating code and database for it. I also need details of XML url where to get it from I also need which data to store and what are all the formulas for the datas to show as report too. Discuss with me in details so i can help you code it in PHP/MYSQL. I can scrape the XML code and can take what we need and show it in normal html table file. If you need more fancy design then show me URL i can take the HTML/CSS code of it and put my PHP code inside that page. So let me know more details of all of it.
