Build a Website to match an App and its basic functionalities

Hi, Before you place your bid: Please read the following and watch the video to understand what is required before you name your price. I currently have an android/ios app in development and need a scale-able html5 website that mirrors its basic functionalities and provides a similar design with a nice user experience. The site should look good on computers and laptops primarily but even scale reasonably on mobile browsers (since the app requirements might prevent the running of the app) To get an idea of the app click here: [login to view URL] (password: web3mcdev) The basic design of the website should be similar to the app, but can make use of other elements (eg. more collapse menus) to enhance the user experience on the web (since the user will in most instances not have the help of a touch screen). I have previously always done my own coding, but I'm under time constraints with other projects and have decided to outsource the development of this site. Graphics are provided together with a dump of the structure and data of the mysql table to set things up at your own test environment (or I can provide you with one). The actual db is not available to test on since it will be live (used by the app). So the host,db,pass should be placed in a config file that I can alter when the site is setup on my end. So what should the website do: ON THE USER END (does pretty much that which the app does - see video): 1) Logo with language selection (available languages derive from db) - language selection is stored in session and as a cookie 2) display 9 chapter headings with 9 chapter images and attached episodes based on the language selection). These 9 chapters can be organized as menus or pages (with left/right navigation like in the app). 3) when clicked display episode (embed youtube video) - which is not HD but SD! So by default the whole design of the website should probably not fill the entire computer screen. 4) display share buttons for social media and additional episode content (text, q&a element) from db 5) allow user input (question - 250 chars limit / email) that is stored in the db 6) place a banner (from url and img url stored in the db) 7) feature 4 menu items ("about", "buy", "resources", "change language" - exact name/translation based on the selected language ) somewhere on top that link to static pages that match the general design (with a "lorem ipsum" place holder that I will change later myself) CUSTOM ADMIN (just to give a basic idea of how it is supposed to work) The website will be available to users in different languages. So when a user asks a question it will be in a particular language and stored in the database. Since the question could be interesting to others, a team will translate the question into the other languages. The middle term for these translations is English (eg. Russian will be translated into English and from English it will be translated into Chinese, German, French....) . The English speaking admin will answer the question. And the answer will translated also into the various languages. To do this the custom admin will have to look something like this: password protected dir for admin panel 1st page: language selection (based on languages stored in the language table of the db) which is preserved for session. 2nd page: 2 col layout; left col: show all open/unanswered questions stored in the db that pertain to the selected language; right col: show input field where the admin can enter the English translation of each open question. Save translation (preserving the question_id) in the db 3rd page: 2 col layout; left col: show all answered questions in English where there is not yet a complete q&a set under the question_id for the language the admin is working in; right col: input fields to save the translations into the 4th page: for the English speaking admin: left col: all questions without an answer; right col: input field for answer.
