Classified Ad Flagger

Need a coder to write some sort of script that will target and flag particular ads on "a widely known classified ad site". I can't say the name of the site because when I do, it prevents me from posting this ad. Insane. If they just monitored their own site I wouldn't need this. Regardless, what I need:

There are a couple of offenders, one in particular that is a grievous offender, of overposting on this "widely know classified ad site". He spams the forum to the tune of 200 to 250 ads a day. It's gotten so bad that other people on the forum are actually posting to ask other users to flag this one particular guy. I have about 50 ip addresses that I switch between to flag but it takes so much time and isn't incredibly effective. Can't tell if VPNs are more effective. There appear to be some imacro packages out there that do this switching and automation but not to the extent of what I'm looking for. I need someone that can write a script that will automatically locate the ads based on description, flag the ads, switch the ips/vpns and then repeat until the ad is dead. He and one or two others have effectively ruined this forum so that no one uses this particular part of "a widely known classified ad site" anymore. At least not like the old days. I'm baffled that "a widely known classified ad site" doesn't do anything about this.
