Dynamic 2-Color Gradient background for Website on 24-hour cycle

Develop moving, 2-color gradient background for my website, with a spherical shape, and cycling colors over a 24-hour cycle. Positional movement will be very subtle and small to make the foreground appear suspended in front. See the attached mp4 for an example.
Looking for a freelancer with expertise to advise on methods to minimize page loading and execution time. CSS style programming is one known method, but a better method is welcome.
More details how the colors change over 24-hour will be provided at your request.
The spherical sizing for the gradient will be much larger than the screen, so the background will consist of a small portion of a whole sphere.
A built-in capability must allow the developer to speed up the dynamic-color cycles so it can be properly tested in a few minutes or less.

The developer must provide his own server because administrative access to the customer's website will not be available.
The uploaded example video is a rough illustration of the gradient look and size.
