implement sms gateway to the Appointment Script - open to bidding

I purchase an appointment script, it has sms system, but it is not good,
The problems occur all the time, It works with cron job. And the cron job cause problem too.
I want to implement sms gateway which is from China to replace the current one since the script will be used in China. I don't want the sms system works with the cron job.
Requirement: when client make appointment online, fill out the form, click the submit bottom, the admin and client both will receive a confirmation from sms right away.
At admin, please allow me to select auto sending sms after click submit bottom or manual sending sms. The manual sending sms means that after client submit the appointment form, admin will review the information of the client , and then decide it to confirm or not, if confirm, then will click a send bottom to send the booking confirmation to client cell phone. Is it clear ? If you can do it, can you give me a quote ? Thanks
