Install meilserver to my windows machine so i can use it to send Bulk emails and they will go out from my local IP (if IP will be blacklisted then it will be my local IP not some hosting provider). Also it must can send many emails at once (like 50.000 in one-three hour(s)).

Tell wich software u will use and what will be options. Is this only mail server or i can set up php mail script there also? And Your price offer.
