My team and I are looking to purchase this PHP script:

We want to create a job board website in Thailand's workforce/industry. I'm wondering if anyone can help with the system. After I purchase, can you help with these:
- Can you create a feature for Freelancers? (I'd like to use this template for freelancers also: when customers pay to freelancer, the payment is hold with us first before transferring to freelancer. I want to be able to see the amount of payment and freelancer assigned to, in the backend of website)
- The freelancer system I want to create is: The freelancers will have to pay for space on this website, or renting system monthly, can I do that?
- When candidates upload their resume to the system and employer wants to view the portfolio, they will need to use credits or points to view those resumes. Can credits or points be added from real money to the system?
- Can you add star system to the website for employers? (See as attached image)
- How much would you charge for this? And how much time do you need, approximately?
