Coding must be clean, neat, and concise.
Coding/functionality must be seperate from design so only the design template (preferably smarty) will need to be touched if a change in design is ever needed in the future.

Different membership levels/types that allow for different pricing and payment through paypal
Membership types will affect
Member search capabilities based on standard search for free members and or premium search for paid members
Access to resource center
How many people you are allowed to contact and who is allowed to contact you
Member profiles
Allows basic information to be inputted
Allows uploading of videos (number depends on type of membership)
Allows input of stats -- depending on what category you are in
The ability to make your profile private or public (depending on membership type and the ability to accept email request even if it is made private)
An internal mailing system
An internal networking system where you can add people to your network
A Forum
A Contact Form
An Affiliate/Link Exchange Page
An About Us Page

"An internal mailing system" - This section you meant to say is Private message within the site members.
"An internal networking system"-This sectino you meant to say is , a member can add new members to site just like hirarchy levels.
