need php help with a volusion site

i have a volusion website that the developer is moving too slow. need help to finish the website.
the volusion store is for a restaurant and the delivery options are custom for 0-10 miles from the store.
for example, 0-1 mile is free delivery, 1-5 miles is $2 delivery, 5-8 miles $4, and 8-10 miles $6 delivery. After 10 miles there is no delivery (pickup only). The site uses the google map api to calculate distance. only the valid delivery option passes and displays in checkout.
it is not working correctly and needs to be fixed. also, i have a list of other changes here:
1. the checkout needs to display something like:
Subtotal
Delivery
Sales Tax
Tip
Total
2. “online delivery / no shipping” drop down: There should be 2 options: Delivery, Pickup
3. Order Comments (optional). Please change it to “Additional Instructions"
4. Please allow “guest” to check out
5. after click on “place order”, if the delivery address is the same as billing address it has an error
• Please fill in the Billing Address field State / Province.
• Please choose a valid Billing "State / Province" for the country you selected of "United States" from the list below.
• Please fill in the field Password.
• Please fill in the field Password (Type it again).
• "Password" must be at least 6 characters in length, please try again.
No “field state” provided
We only do business in CA, please fix
6. type of payments we accept:
Credit card, (PayPal will be added in later), NO CASH
Be aware that order must be place before the current time (PST) and 8:00 PM, order is placed after 8:00 PM will be consider next day.
Sunday and Saturday are for catering only per request - closed SAT and SUN.
It usually takes 60 minutes to deliver order to customer. We like to have the system calculate the time and automatically appear on screen.
For instance, I place an order at 2:35PM. The “time of delivery” should be starting at 3:35 PM and thereafter.
