php-based web application restructuring

A php web application in CI needs to be restructured and/or converted using another framework (eg laravel, yii, etc) due to the serious limitations in CI in uploading of large csv file (eg about a file of 100million rows with 10 columns) to db (eg mysql or mariadb). in CI this is practically take ages to upload and there are documented evidences that CI only update table in small sizes of 100 rows thereby making it unsuitable for such operation. pls only bid if you've proven and demonstrable experiences on php framework (laravel, etc) and available to complete this within a short period.
