Update Silverstipe, PHP, and database to the newest versions

We have a Silverstripe build website that we need to update to newer versions. The website should be completely functioning after the update.

Update:

Silverstripe 3.1.6. to Silverstripe 4.7.3.

PHP 5.5 to PHP 7.4

Mysql and Maria DB might need updating to be compatible with the new versions

All other relevant information:

Server: Localhost via UNIX socket

Server connection: SSL is not being used

Server version: 5.7.33 - MySQL Community Server (GPL)
