Wallet Script/System Including: Deposit / Withdraw / Current Account Balance / Payments

Hi, I am looking for someone to create, build or if and where possible use any existing modules or scripts they have available to be able to achieve the following. Users on my website will have an account balance section in the dashboard similar to how freelancer has one. The funds in the account balance can be used on my website only and will not be needed to be used anywhere else. Users will be able to add funds, withdraw any funds they don't want to leave in the account balance, View the account balance and pay for items using there balance. This feature will be similar to a (Site Wallet). The script/platform must be live so when the user pays for an item the account balance is instantly updated and can only reach a minimum limit of ( £0 ) while the withdraw limit must be a minimum of ( £20 ). in order to add funds to the account we will use (Stripe, Paypal, & Bank Transfer). To Withdraw funds we will send them the money by (Palpay or Bank Transfer). the Script/Platform will allow Recurring Payments to topup account balance so if the user selects (Add this amount Weekly or Monthly, Then the script will charge the customers Card or Paypal account weekly or Monthly, The reason for this is because the services on the site can be set to weekly or monthly and therefore we can either take the balance from there card, paypal or account balance if the funds are available. The script/platform must also include a status feature so the user can see the status of there payments, deposits and withdrawals. I am looking for a very fast turnaround, Really need to get this feature implemented to our new site as quickly as possible as the new site is in development now, Using MYSQL, Javascript, PHP, Ajax, HTML5, CSS3.
