A website to search and check data on the web and display info

Before I explain what we want, we wont respond to any pre-typed bids. We want to create a website, very simple and basic site. The user needs to register for the site which is free, they can choose a username and must confirm via email., must BE salted and secure at all times! Once registered and signed in on the site they can then test there gaming codes to make sure they are valid or not valid. Thats basically it, a few options we want are to export result to a txt file, have the option to click LOG for that page to either send an email to 2 different contacts using email form and the results already pre- filled it from his searches. I also want the user to be able to purchase credits from a credit store that is linked to paypal. we will set for 300, 500 and 1000 credits at another price. Every search will deduct 1 credit, when they click export it will deduct 20 credits, when they create a log it will deduct 20 credits. Credits to be shown on the menu. I already have a way to test the codes using the same link just changing the end.... There may be the odd feature I want that i forgot 1 -2 things so be aware of that, I am easy to work for and have a server ready.
