Wordpress Changes/Modification for Price Comparison Site

I am trying to create a new price comparison site. I have hired a good friend to install the price comparison theme and do some basic changes. However, there are some modifications I want on the site that the freelancer cannot handle. One of them is that the site is not mobile responsive and some features need to be added or removed. The name of the site is [url removed, login to view] Attached to this file are all the modifications I need for this project. My aim is to make that site to look very professional. So, your suggestions and your input will be welcome.
NOTE: I want someone who can handle the task. So, please bid based on what is in the attached file and write a proposal telling me how you can help my site. I don't have any fat budget but I am willing to pay a FAIR PRICE and develop a long-term good relationship with the right person.
