Wordpress Expert/ Designer/Programmer

Our website is vote.net. I am looking for wordpress EXPERT who can help take an idea that is about 80% thought through and help design and execute.
FIRST - We would like to build a congressional candidate directory for 2018 elections.
Functionality would include
A Directory Service similar to [login to view URL] (there are directory templates but I don't know flexibility of different templates). Would require the following
1) Candidate profile page which would include picture, news feed, social links, personal statement, video upload, profile basic info (political party, district...etc) and attachment of .gov api's/free databases for voting history and funding history.
2) Ability for candidates to claim and pay for their their profiles
3) Ability to change or add details to the candidate profile
SECOND - A Daily Quote/Daily fact page
similar to this [login to view URL] however, would not be clickable to more information as on the verrit site. I think it would be a post that displayed as an image only. should be easily sharable on twitter and facebook. Just shareable on twitter and facebook.
THIRD - An auto Email Service with the ability (mailpoet plugin is close)
1) auto post most recent category post
2) auto post most recent quote post
3) ability for subscribers to invite other users from their google contacts like theskimm.com. They use the wordpress plugin [[login to view URL]] and buddy press.
FOURTH - using Magazine 8 template and want to upgrade to Magazine 8.5
