Running Gtmetrix analysis on the website ([url removed, login to view]) shows:
Main problems are:
1. Defer parsing of JavaScript
2. Leverage browser caching
3. Combine images using CSS sprites
4. Avoid CSS @import
5. Minify CSS

shows that there is a need to eliminate render-blocking JavaScript and CSS in above-the-fold content, minify CSS, HTML and JavaScript.
Important 1: The freelancer should have good PHP and JavaScript skills to tackle this problem from the back-end. Someone who is meticulous in his work which requires cleaning up files, getting rid of redundancies, deleting unused files, and unused parts of css, php and JavaScript codes.
