Whatever I understand from Your project is - I need to parse an csv file and will have to create multiple csv files. Iin each output file there will be 400 rows from mother file. If my understanding is wrong then correct me please. I can do this according to my understanding in php.

Hello, It seems you want to generate some random data, maybe for machine learning or data analysis purposes. Some time ago, while working on a Database Seeder application (using C#) I wrote a simple script which given a range of values, such as numbers - both integer and floats, will generate the said number of rows for a given table. Later, I also updated the script to generate some random strings based on a given width (length of a string). From the CSV file you've given and from the project description, it seems you want to generate some random numerical data by using a sort of a statistical technique or some predefined rules. I would really like to see the details about what and how you want to generate the data. Also, being a Machine Learning enthusiast I usually work in Python to implement different Machine Learning algorithms. So I think, it will be ok with you if I work in Python so that you can run the script on a Linux or Mac OS platform.
