I have checked the scope document, it is quite detailed but obviously I would need to see the referenced files to know more. It looks like it can be done by February 14th, but I would need to see the rest of the files as soon as possible, i.e. within 1-2 days and start the project within a week. Since this will run on Windows I would develop the tool in .NET using C#. If it is too calculation intensive I could possible switch to C. Let me know if you would like to proceed to the second stage. After I receive such details I would update the bid and milestones accordingly. Regards
