technical paper for web portal

We have to develop a web portal for project management, in some open source application (joomla, sugarcrm etc...) with PHP and MySql. The aim of the web portal is to track activities workloads personell involved (roles, levels etc.) documents produced (papers, files) other external person involved (roles, levels etc.) milestones/timeline of each managed project and to offer some system such a board for the communication between the person involved in the project plus an help system (OStikets, live help etc.). The portal must be used under Win/Linux on Intranet/Internet. At this stage We're looking for a technical paper related to the above project to be presented to management stating (you can change the order): 1 Detailed scope of the project 2 the best technologies and application to be used (must be open source, MySql and PHP) 3 how to integrate the applications 4 the detailed features provided; 5 web security specs 6 the timeline and milestones, 7 any customization related to the applications mentioned in point n.2, 8 the resources requested (hardware software human...) 9 the support documentation to be developed (guides, helps etc..) 10 after delivering support 11 the budget (your bid and the offcial price could be requested to the managent) 12 any other issue. The document should have some chart (gantt, workflow etc..) Please note that this is not the final project the amount avalaible for this bid: 10-20$ maximum. The choosen bidder will be preferred for the final project, to be posted (should be a project of 500$). Regards
