Teach me how to setup and deploy some open source python code

I am looking for someone who can spend time and walk me through how to setup and deploy the open source code that is listed under Primary Objective. I have a feeling that it wouldn't take long for you to do yourself but I'd like someone to walk me through how to get this setup and running step by step. If possible, I would like to use a low/no cost hosting service like amazon aws but don't know what options I have.

Project deliverables:

1) Review the instructions and code under primary objective.

2) Research where this can be deployed at low/no re-occuring cost and provide 2-3 options with pricing

3) Walk me through the [url removed, login to view] file and help me make any changes needed

4) Walk me through deploying the code, setting up an admin, and provide me a list of the admin features available and how to execute

Item #3&4 will probably need to be done using some sort of voice communication (skype, mumble, teamspeak, phone, etc) and screen sharing to make efficient use of time.

My best guess is that item 1&2 shouldn't take you more than an hour. Item 3&4 I'm guessing would take 1-3 hours including any prep work and face to face time.

If you think it will take longer please provide input with your bid so I can better make a decision.

My background: I am a software tester for a bank. I do black box testing. I feel like I have a pretty good idea of programming concepts however I suck at any sort of programming. I took two C++ courses within the last year and barely passed. I don't know anything about Python. I know a little about sql like some basic queries. I have a basic windows 7 or windows 8.1 laptop
