Python3 tkinter canvas based display

For a fringe theater production, we create a dot matrix display from incandescent light bulbs. As part of the project, we need to be able to simulate the display on the computer screen, as part of the control software. I need a Python programmer with some tkinter experience to develop a tkinter canvas based display for a dot matrix display: Display only, no control is initiated from it. The canvas needs to be realizable. Each "dot" can be on or off. There is a global intensity for the dots. Each dot has a contour and an inner circle (gif images included + sample code to resize and color them) The contour changes color if the dot is on or off, but in actuality there are two elements on the canvas where the top one is made HIDDEN if off. The inner circle changes color with global intensity (displayed only when on, hidden when off.) Also needed as part of the delivirable, a simple app to test the code.
