I built Things like this, for my quadcopter, using the pi zero w but the difference was i used a webpage to stream the camera and control pan and tilt for the said camera and i used a long range router, But making an AP hotspot on the pi is easy task and the rest would be pretty much the same and i can Make scripts to stream the video in the rstp as well, text me back and we can discuss further

Hello, WiFi broadcasting (WiFi Access Point) is a supported system setting for Raspbian (Raspberry Pi official OS). Once set, it will be automatically running on each boot. Socket listening is something to be developed as software and set to start at each boot. Video recording for a certain period of time can be achieved with built in tools. It is not clear what will be when second request comes when there is a recording I have developed a lot of software running on Raspberry Pi. All of them were Raspberry Pi 3 Model B and Raspberry Pi Model B+. I currently have set applications (One on Raspberry Pi, and three on Windows) finished and at the stage of university acceptance It is controlling a device and will be a thesis subject for university. I cannot provide details about what it does due to NDA. I can tell that it has socket use, PostgreSQL and SQLite database use, industrial sensor use, involves encryption and licensing. One thing I diverse from your requirement is that I use Object Pascal (fpc - FreePascal ) and Lazarus as development platform. That will be socket listening application for your requirement. Lazarus gives me ability to build applications both for GUI and console or service. It generates fast executing application compared to python. However, if Python is something you must use in your project, you should select another freelancer. It maybe possible to get details of your request and agree on a fixed price once details are understood by both parties.
