Summarise mathematics of a section of a Computer Science Paper

I need roughly two pages of a Computer Science explained to me. The pages in question are math-heavy, and I don't understand how to read the equations. The outcome would be a page or two deconstructing the mathematics in section III.B to III-C in the attached paper. I'd like to be able to understand these types of equations the next time I encounter them. Think of this is a focused tutoring job. The paper is regarding computer processor scheduling, but I think a background in maths is more important than a background in computer science in order to explain the relevant section. The equations are regarding probability distributions.
