Find me a ship, with a captain, for 8 days in croatia!

Hello, We are a travel company from the UK, We are looking to organise a Croatia Island hopping tour from June 2020 for 8 days, Dubrovnik to Dubrovnik or Dubrovnik to split, for a minimum of 20 passengers, cabins and beds included and we would need a ship captain and crew. We are having trouble contacting ship captains directly, as we are not in Croatia, and due to our hectic schedule we cannot go over to get this sorted for us, so, therefore, we need somebody based in Croatia to go and find us captains who could do this for us. We are already in talks with agents who rent boats, however they add a fee on top of the full price, which makes it way too expensive to use an online agent. So we need somebody to find captains of boats who can sign a contract with us to be our sail partner for many trips in the future. The budget is around £28GBP Per day, per passenger, as this is for students travelling and high cost would not be possible for them.
