Self Hosted TAPI 2.x Observer

I need a self hosted (windows services) TAPI web application. It should compatible with Microsoft TAPI2.x.
The web app will monitor TAPI extension. It will have multiple subscriber (web/thin client) connected through signalR.
It will be processing event receive from TAPI and send notification to subscriber in real time.
It contain web interface to manage lines to observe.
Only coder with TAPI experience are welcome to bid.
Awarded coder must be able showcase a working demo with Panasonic TDA.
