Access Database - Proposal Creation / Tracking

I have a Microsoft Access database started and need help in designing / coding to my specifications. The main table is created from data pulled out of a separate PM system via Excel. The main table shall remain static and only be used to auto-populate fields on the form. This way, I can easily update the main table as new jobs are entered into the separate PM system. On a side note, the separate PM system does have a dedicated API for interfacing, if this is something that can be easily integrated?
I am attaching a PDF of the form with comments of what I am looking to do. We do have a standard file structure for storing the proposals and I will share that along with the Access Database and our Word Docs used as Proposal Templates , once I make a selection.
