C# Guru - Images to Video

Looking to hire software developer that can freelance for us. The first task is to create class that will do for us following: From the array of images in array as bitmap - create video file in different video compression formats (please advice witch ones) 1) !!!! Must work under Windows Azure platform !!!! 2) Must be written in C# 3) Must be able to write video to file system 4) Must be able to save video in memorystream.
