A web script to open a new browser window from pop-under or pop-up

I'm looking for a Javascript code (script) or a Ruby gem that opens a new browser window on users computer from pop-under window. So basically I have a page that opens as a pop-under (behind current active browser) and I want to start up a new regular browser window, behind the currently active browser window. To explain, let's say, my pop-under opens in users chrome browser (and its hidden since its a pop-under), from this pop-under I want to open a new chrome browser window that goes to a giving URL. This new browser can't be a form of pop-up or pop-under or open as a new tab & has to be complete/regular browser window and has to be behind the currently active browser that it's not visible to the user (same as pop-under is not visible to the user). Opening the new window browser needs to be seamless so the user doesn't notice it. If pop-under is opened in Chrome, A new chrome browser needs to open (not visible to the user) If pop-under is opened in FireFox, A new FireFox browser needs to open (not visible to the user) This script needs to be able to run on web and user doesn't need to install or do anything to open the new browser window. PS: If it can make it easier to write the code for opening each browser without detecting, its fine. I can do browser detecting myself.
