Write some software

I need you to develop some software for me. I would like this software to be developed for Windows . the user scan a document A3 booklet on the mfp, he answer 4 questions so the pdf will comme with a file with the 4 metadata (Type_year_numero_person) ,then we have to debooklet that mean cut the A3 in half and re order the pages. then adding other pages if needed (append pages) then deppending on question 1 (type) we should stamp on the first and the last pages we will have the text for th stamp somewhere in a folder is always the same depending the question (type), we will have another stamp for the signature at the end and another one for the odd pages (incremental) (page1, page2, page3 ....) then we have to store the document base on question 2 (year) and question 3 (numero) then we have to print the document to a specific printer depending on question 1 then send a email with the pdf in 2 part part 1 is the booklet reordered in A4 and the second is the added pages , concerning the licence if i ressell this how mutch it will cost?
