Hello, We are a team of software engineers with 6+ years of experience in professional software development. We would create the desktop application in Delphi, it would have no external dependencies and would work on all Windows versions, XP and onward. The folder(s) to be monitored could be set up either through user interface or a settings ini file. The app could be minimized to tray and work as a background process while waiting for new files to appear in the watched folder. Parsing the CSV/XML files, modifying them according to your requirements and saving the modified versions would be no problem of course, but we would have to know the modification rules in full detail first.
