Deploy Windows Virtual Server

I need someone to deploy a virtualized Windows Server on either Amazon EC2 or Rackspace. Whichever is cheaper (probably rackspace). This VM should also have either SQL express or SQL server installed on it.
The most important aspect of this project will be an accompanying write-up, with screen shots which will describe the process. This write-up should be in great detail and is my focus for this project.
Once you have picked between either EC2 or Rackspace, I will set up an account for your use.
I work in cloud and I am familiar with this process. This project will identify your skills to me, so I may potentially hire you in the future for administration work on the virtualized server.
Your skills should include:
• Linux-Operating System
• Administration of MySQL Databases
• SQL
• PC- and Network-Technology
• Scriptprogramming (maybe Pearl)
Optional Knowledge:
• Web-Developing (PHP, HTML.. )
• Windows Programming (C++, VB)
