Multiple VLAN Network

Here we have a multi-tenant building, 2 BT Broadband connections, 1 Mikrotik router/firewall and 2 Netgear ProSafe Switches, and 2 POE Netgear Switches, We need a VLAN for each office, 12 on 1st floor, 9 on Ground Floor, and Public VLAN in general accross both floors,
We then need to separate the phone traffic down the second BT Broadband connection to ensure quality on phone calls, or separate the 2 floors across the the 2 broadband routers.
The switches are already wired up, I have attached the diagram, all that is needed is someone to remote into my machine on site and programme the VLAN and QOS setup.
