Open Chrome browser always on Windows Virtual Machine start

I'm looking for someone could be help me open the browser on the first plan and not as a background.
The Chrome web browser must start always when the virtual machine is started. I already configured on schedule on the Windows, but it is running the Chrome as background task. But background task don't work for me, because I created on Chrome plugin, and configured the Chrome to open some urls when it starts.
This virtual machine is hosted on Microsoft Azure with time to start and time to shutodown, and the only thing you must do, is also open the Chrome without user signin.
I will provide one credential to the Microsoft Azure, and the job will be considered completed when I will be able to restart the Virtual Machine, and check the Chrome opened.
