Create an Animation for Mobile Game

I need simple cute cartoon image animation (waving, throwing) simillar to PC Game "jardinains" ([login to view URL]) it's free to download game I'm considering character images similar to "pikmin" or from [login to view URL] I need characters to be cute. I need images as well as master files (psd or ai or ...) so that I can resize them accordingly. project price is not constraint if designs are good
